POSITION SUMMARY

As a leader in risk management and security services, we’re looking for a Buyer to help tackle complex challenges and drive success. The Buyer will perform duties supporting the Procurement Department in the performance of company purchasing requirements. This support includes the full spectrum of cradle-to-grave procurement process. This position will be based out of the Herndon, VA office on a Hybrid schedule (2 days a week in office, 3 days work from home).
RESPONSIBILITIES
- Execute CPSR-compliant purchase orders, based on approved requisitions, requests for proposals, bids and other similar and necessary documents related to the purchasing of commodities, equipment, services or other major items under U.S. Government contracts
- Generate compliant procurement files in an automated procurement compliance tool and submit for peer review as required per department policies
- Ensure timely and complete filing of all procurement folder, within established company framework
- Primary contact between Constellis program personnel and assigned suppliers
- Maintain current accurate records and files of all vendor agreements and related procurement records
- Monitor and evaluate supplier performance as required
- Facilitate and manage any supplier issues such as cost, quality, delivery, customer service and compliance
- Lead negotiations and apply knowledge of FAR regulations, contract law and guidelines, practices and requirements to assess, plan and negotiate best terms and conditions and to minimize risk
- Establish, maintain and manage comprehensive professional relationships with suppliers. Resolve issues related to areas such as pricing, quality, schedule, claims, payment issues or disputes associated with terms and conditions of purchase orders
- Knowledge of tracking and reporting cost savings or avoidances
- Effectively communicate and collaborate with team members as well as internal and external stakeholders who are geographically dispersed
- Assist with client audits, as necessary (DCAA, DCMA, State, DOE, Internal, etc.)
- Other duties as assigned
QUALIFICATIONS
- Bachelor's Degree or equivalent experience in related field and minimum 2 years of experience in a U.S. Government contracting Purchasing environment
- Experience with purchasing in a DCMA auditable environment preferred, but not necessary
- Experience with purchasing in a ISO-9001 environment preferred, but not necessary
- Knowledgeable of all FAR regulations and federal laws, pertaining to procurement, subcontracting and contracts
- Strong experience of commodities, equipment and services and ability to demonstrate an advanced understanding of the technical requirements
- Experience with purchasing related to security services, operations, logistics and operational training preferred, but not necessary
- Requires the ability to understand detailed specifications for equipment and able to communicate coherently with operational program personnel
- Knowledge and use of price and cost analysis
- Strong negotiating skills
- Strong experience of Deltek Costpoint Software is required

WORKING CONDITIONS
Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday standard core hours, however some extended or weekend hours may be required.
